Mostly I have only skimmed my PDF copy, but this adventure isn't terribly 'sandboxy', or at least it doesn't seem so at first skim.
The basic premise is that the Temple of Pharasma, due to pressure from the national government in Sothis, have finally opened the Necropolis in Wati to 'exploration'. Each 'exploration party' (i.e. the Adventuring Parties) is assigned a location through lots. Once they have successfully explored & documented their assigned location, they are assigned a new one. Each party is assumed to be assigned a total of three locations, although if I remember correctly only five other adventuring parties besides the PC's are described, so it's entirely possible/likely that further 'exploration' is considered to go on after the events of this adventure.
As to RP potential, there is not a lot scripted, but the five other parties are fairly well described (& one has a full write-up) so the possibility/likelihood of non-combat interaction is obviously intended. The Wati Gazeteer & the Fiction actually provide more opportunities for 'Sandbox' interactions than the adventure itself, I suspect; although I have read through those even less than the adventure itself.

How did you get a PDF when the site says not available till 26th? If you pre order a hard copy do you get the pdf straight away?
Not exactly. If you subscribe to the Pathfinder AP line, you receive the PDF when your order ships. They do start shipping subscriber copies prior to the street sale date, which is how people are getting them prior to the 26th.
EDIT: And to be even more precise, it is not when you subscribe, its when the shipping department actually ships your book- that unlocks the PDF for you in the "My Downloads" link at the top of the page.
