There's an item that I like a lot - until you get to a wholly unnecessary explanation regarding the reasons for the pricing. I voted for it anyway, but it gets a stern wag of my finger.

Well it pops up in the Monk class description, so I think that's what the author is referring to. IIRC it came up a few times as FAQ candidate or something, but you are right as it is not the name of a condition.

Shame was they're both good items. I had to take some time to really think about which one I wanted. Ended up going with the slightly tighter of the two.

My cat is doing that all the time. Since we're both dudes, I act like nothing happened and he doesn't look me in the eyes when he's purring, so it's all good.
