How can I get PERMANENCY the spell without dipping into is there a feat that would normally allow me to get a spell like that

The wizard will have craft wondrous and rings so he can make it if we find a scroll?
And if done this way would it still use the high amounts of money to cast?

Teh necro can't cast because it's a spell from universal and he went necro I don't think you can choose the universal school if from necro school
The ring was an extreme example. The wizard has scribe scroll, too, and can learn permanency. If you have enough UMD of +20 or more, I would go with that option. It's a DC 29 to cast a 5th level scroll caster level 9 scroll.
If you want to get weird and exotic, have him magic jar into your body and cast Permanency in your body.
Not that it's usually a good idea to let a necromancer do that sort of thing...

I looked into that and it says a first lvl spell if i'm right and this is a 5th lvl spell
The necro can't (normally) cast Permanency on the bard because most effects specify "yourself", except enlarge, shrink and resistance. (Edited)

That would be feat intensive. You need skill focus (any knowledge), eldritch heritage and imp. eldritch heritage.
Have the necro make you a scroll or staff <--- is especially useful if you have druid friends :)
