Okay, I realize that the original monsters (as in, the ones listed in the bestiary) give descriptions of these creatures with racial hit die. However, in the advanced race guide, they are listed 'without' racial hit die.

So, my question is: do these races have a level adjustment or not (in other words, could you use them as normal PC characters)?

Lizardfolk speak Draconic as far as I know.
How much damage their natural weapons deal can be found (indirectly) in the ARG.
One of them deals damage as shown in the table for medium creatures. The other one is a lesser form (identifiable by their cost)that deals damage as one size smaller.
The bonus languages for lizardfolk with high int are not given. So that would be GM fiat. Perhaps one could get inspiration from the kobolds on this.

Racial HD are f~%~ing terrible for PCs. Don't use them.
Eh...it depends on the type of racial HD.
Dragons have d12 HD, Fighter BAB, and all good saves, plus 6+Int skills.
Outsiders have d10 HD, Fighter BAB, and 2 good saves, plus 6+Int skills.
If you think of their racial abilities as "class features" many dragons and outsiders would be good classes to take.
Humanoid d8 HD, Cleric BAB, one good save, 2+Int skills.
Fey d6 HD, Wizard BAB, two good saves, 6+Int skills
On the other hand aren't nearly so good.
Dragons, outsiders, and Fey may have some racial abilities that make decent replacements for class features (especially ones with innate spellcasting equal or near to their HD/CR), but few humanoids do.
In the end, it kinda depends on what monster you want to play.
