Alright gang, I pre-apologize because I'm sure this has been addressed a million and 1 times, but I searched through the forums for a few hours and was unable to come do a 100% conclusion. I need to make sure I'm reading the rules for bonus spells per day + spells per day correctly.
I want to verify in regards to spell per day:
A 4th Level Wizard with an Int of 18 can cast the following spells per day:
Level 0: 4
Level 1: 4
Level 2: 3
Level 3: 1
Level 4: 1
So in short, a 4th Level Wizard can cast one 3rd level spell and one 4th level spell. Correct?

no you do not gain bonus spells until you can cast that level spell

He couldn't even do that, a 3rd level sorcerer doesn't have 2nd level slots either!

In spell progression tables for any class, there is a difference between an entry of '0' and an entry of '-'.
'0' means you can access that level, but have zero slots available out of the box. This number may be increased by bonus spells, spell-slot granting items, and the like.
'-' means 'no access to slots of that level'. At all.
