Who are the Jeweled Sages? Is "Sapphire Sage" more than just an affectation of an elderly scholar? Do they all wear funny hats?

Here is some information:
Amenopheus is a member of the elite Jeweled Sages of Osirion, some of the world's most adept spymasters. Though the Jeweled Sages were disbanded when the Keleshite invaders took over their desert empire centuries ago, Amenopheus claims to trace his blood to the line of the astrologers of antiquity

Keep in mind that many of the old ways that were suppressed under the rule of the Kelish , were likely restarted /came out of hiding when Osirion won it's freedom. The fact that Osirion is starting to be concerned about the history of other cultures means that Osirion wants a bigger role on the world stage.
It may also be linked to the fact that it was a Varisian item that caused the curse in the Ruby Prince. The fact that few Osirions knew how to deal with this, has created the imperative that Osirion needs to know more about these other things.
