This should help:
From the Brother of the Seal prestige class:
"A Brother of the Seal's class levels stack with any monk levels for the purposes of determining his flurry of blows, stunning fist, and unarmed strike class features (including determining damage dealt by his unarmed strike attacks)."
None of his other class abilities (trapfinding, breaking objects, holding portals, etc.) seem to have any relationship to monk abilities so they don't seem to be relevant to this question.

I wonder how the Monastic Legacy feat would work with Brother of the Seal.
Add half the levels you have in classes other than monk to your monk level to determine your effective monk level for your base unarmed strike damage.

Would a level 11 character (5 Monk, 6 Brother of the Seal) have the unarmed damage of a level 14 monk?

That seems to be in line! I believe it too, would be equivalent to a level 14 Monk IUS damage. Neat.

Monastic Legacy could use a FAQ of its own really. As written it lets monk advancing prestige classes get their effective monk level higher than their character level for unarmed strike damage.
Can't they already do that with the monk's robe?
Also-that item is a fine way to help recoup your defensive abilities that are not carried over if you can't get the monastic legacy thing to stick with your GM.
