The Dragon Empires Gazetteer still works for tengu, right?
Currently, yes. Additional Resources does not say you can't use the source for tengu (though it doesn't mention them at all).

Subdomains: Moon; Gods: All gods listed on pages 58-63; Languages: all languages on pages 49-51 may be learned via the Linguistics skill; Races: All human ethnicities are legal, humans begin play knowing all listed languages for their chosen ethnicity as racial languages. To create a kitsune, nagaji, or wayang character, you must have a Chronicle sheet that opens the race as a legal option at character creation.

Are any of the races from the Pathfinder Player Companion: People of the Stars legal to play in PFS?
Check Additional Resources (find the name of the book in question in that page). If the situation on legality changes, checking that page will make sure you have up-to-date info.

In addition to what Zauron: you can be a Teifling if you have Blood of Fiends, you can be an Aasimar if you have Blood of the Angels.
Wrong. You need boons to play either of those races. Possession of those books only gives you access to extra mechanics, IF you have one of the aforementioned books. They do not grant access to those races by themselves.
The current campaign guide specifies the standard list of legal races... PERIOD. The only thing that adds to that list are possession of racial Chronicle boons, usually given out at conventions.
