I'm about to get in a level 11 gestalt campaign with creatures of cr11 or less allowed to take up one side of the gestalt.
The question is, what race, from any source (pathfinder or 3.5) of cr11 or less has the highest dexterity stat?
BTW, I can also stack on the advanced template up to 2 times, and/or add other templates.

No... they have a racial bonus of 8. Otherwise, Hobgoblins would have Str +4 Dex +4 Con +6 and wis +2 Cha -2. This is not the case.
Most monsters are built with 15 point buy to start, then size/racials applied after that. a 15/14/13/12/10/8 setup for stats, and racials applied on that. Or the 16/14/12/10/10/8. Racials are always even numbers, so round down to even then take off racial and size and you should be around a 15 point buy for every "humanoid" race i've found.

Ability Scores: The creature's ability scores are listed here. Unless otherwise indicated, a creature's ability scores represent the baseline of its racial modifiers applied to scores of 10 or 11. Creatures with NPC class levels have stats in the standard array (13, 12, 11, 10, 9, 8), while creatures with character class levels have the elite array (15, 14, 13, 12, 10, 8); in both cases, the creature's ability score modifiers are listed at the end of its description.
The listed hobgoblin in the bestiary is a fighter one, hence it gets the elite array. My quickling does not have either NPC nor PC class levels and thus it has stats based on 10s and 11s. Thus the racial bonus has to be +14 because racial bonuses are always even numbers.

But the quickling has sneak attack, making it a rogue, which makes it a dex of 14 +8 race +2 small (all the races that also have playable stats take large/small str/dex into account that I can find)

Class levels are explicitly listed.
Even a cursory look at the critter shows that you are being nonsensical.
If the Quickling were a rogue it would have 2d6 sneak for its 4HD. It does not. It also lacks trapfinding (a 1st level rogue ability, and trapsense from 3rd.
Also being small giving +2 to dex is part of a race's properties and hence included in the racial bonus. As this is not a universal ability, it has to be a racial property, not a size one (otherwise gnomes would get +2 dex, and they don't).
I have no idea why you are fixated on avoiding a clear reading of the rules.

The creature with the highest Dex and a CR no greater than 11 is an Elder Air Elemental with a score of 33.
Some other elemental forms have very high Dex but otherwise there is the Nereid or the Will-o'-wisp with 29. With a CR of 6 the Will-o'-wisp could have the Advanced template applied twice for a Dex of 37. If your GM allows it you could got for a Young, Advanced x2, Half celestial or fiendish Will-o-wisp with a CR of 9 and a Dex of 43. You could even see if you could add the half dragon template on top of that as well to bring the CR up to 11. Not that it alters Dex but improves some of the other abilities.
Returning to the air elementals a double advanced greater air elemental is 39 with CR11, or a young one has a CR of 10 and a dex of 41.
If you are able to have multiple Young templates applied then a triple young double advanced half fiendish/celestial greater air elemental is CR11 and Dex 49.
