If you're considering 3rd-party material anyway, then why not just use the original dread necromancer class and modify the few things that need to be changed to fit Pathfinder rules?

There's this class by Zombie Sky Press. The Journeyman of the Pale Path can focus on negative energy, although their other focus is on minions. Fair disclosure: I wrote parts of that class, but don't receive royalties.
This class is all about the channeling and can do cool things with their channeling. It's like a cleric that trades sheer versatility for having a channel energy hammer.
Core-wise, I think your best bet for focusing on negative energy would be a cleric.

I admit I am both confused by and intrigued with the possibility of real world politics even entering into this discussion in the first place.
Aaaaanyway, Pathfinder material itself has the Undead Lord Cleric archetype, and the Bones and JuJu Oracle Mysteries to help with that. I suppose a Necromancy focused Wizard or Sorcerer might be worthwhile (Sorcerer taking the Undead Bloodline, perhaps?) but they are probably sub-par in comparison.
