no, thats not what it says.
the only level 1 performance that requires enemies to make a save is fascinate, and I'll quote the text for you.
Each creature within range receives a Will save (DC 10 + 1/2 the bard’s level + the bard’s Cha modifier) to negate the effect. If a creature’s saving throw succeeds, the bard cannot attempt to fascinate that creature again for 24 hours.
edit: also, the previous formula is NOT for his spellcasting, which follows the normal 10+spell level+casting mod formula that all other spellcasting does

that's for his spellcasting saves. But his performances say it's a difference save that literally saves vs his performance skill.

might help if you told us you were looking at the distraction performance ;)
which either uses the save I posted OR the result of your perform check if its higher as described. either way its a will save.

actually incorrect about distraction. distraction is used on allies, not enemies, to give them a different/additional save vs illusions and such, and so they can use THEIR save, or your perform check, whichever is higher.
