No and here's why.
Spellcasting : Ability to cast 1st-level arcane spells without preparation. If the character has sorcerer levels, he must have the draconic bloodline . If the character gains levels of sorcerer after taking this class, he must take the draconic bloodline .
Do you have sorcerer levels? Yes
Are they draconic bloodline? No
Does not qualify. Sorry.

I have a 6th level, sorceress of the Ifrit Bloodline, and have just now started looking at the Dragon Disciple prestige class.
If I took Eldritch Heritage- Draconic bloodline, would that qualify me?
Requirements Spellcasting: Ability to cast 1st-level arcane spells without preparation. If the character has sorcerer levels, he must have the draconic bloodline.
Eldritch Heritage: "Select one sorcerer bloodline. You must have Skill focus in the class skill that bloodline grants to a sorcerer at 1st level (for example, Heal for the celestial bloodline). This bloodline cannot be a bloodline you already have. You gain the first-level bloodline power for the selected bloodline. For purposes of using that power, treat your sorcerer level as equal to your character level – 2, even if you have levels in sorcerer. You do not gain any of the other bloodline abilities."
All the feat gives you is the first-level bloodline power. (Claws, in this case)
So RAW, no.
However, the fluff for Eldritch Heritage says "You are descended from a long line of sorcerers, and some portion of their power flows in your veins." One could argue that being descended from them and having their power in your veins means it's part of your bloodline, despite not gaining any other bloodline abilities. That seems a bit of a stretch, though.
I would maybe ask your GM if he'll allow you to switch to the Crossblooded archetype as a sort of awakening of the draconic lineage. The penalties aren't too bad if you're human or have easy access to spell-known magic items.

I'd say no also because the line reads:
If the character has sorcerer levels, he must have the draconic bloodline. If the character gains levels of sorcerer after taking this class, he must take the draconic bloodline. As where Eldritch Heritage says:
Select one sorcerer bloodline. You do not gain any of the other bloodline abilities.
Since it only grants you only a power and not the bloodline, by RAW, I'd say it wouldn't work.
If you REALLY wanted to be Ifirit and go into Dragon Disciple, you'd better rebuild as crossblooded, since I think that would work. You'd give up spells but it'd work.
