First, I'm uncertain if this should go under advise or rules. I'm open to hearing both an interpretation of the rules and/or advise on this topic. I have not seen anything on this, so here it goes...What happens if a non-spellcaster (let's call it a fighter) takes the Eldritch Heritage (Arcane) feat chain?
For example, could he then enchant his arcane bonded item?
More importantly, at 11th level the fighter could take Improved Eldritch Heritage (Arcane) and gain access to sorcerer spells. The feat says, "For purposes of using that power, treat your sorcerer level as equal to your character level – 2". So an 11th level fighter with Improved Eldritch Heritage (Arcane)would gain access to one spell as if he were a 9th level sorcerer (so he could have up to one 4th level spell). How many times a day can he cast this spell. I think it would be excessive if he could cast it as many times per day as a 9th level sorcerer. But that would seem to be the implication, if not the RAW.
What happens if he picks a lower level spell, say 1st...Since a sorcerer can substitute a lower level spell for a higher level spell, does this mean the fighter with arcane heritage can cast his one 1st level spell at least 22 times a day (1st - 6, 2nd - 6, 3rd - 6, 4th - 4)?

Yes, a fighter can have a familiar or bonded item and can enchant the bonded item as if he had the appropriate feat--but he still lacks spells, so it'll be pretty difficult for him to do so.
No, a Fighter does not get spells. For purposes of using that power you are a 9th level sorcerer. In this case, "using that power" means knowing some spells--it does not mean actually casting them.
So, yeah, you get almost no benefit from going this direction with your fighter. You're probably better off taking the familiar or taking Eldritch heritage in one of the bloodlines that gives a massive Str bonus.

Unfortunately, Improved Eldritch Heritage (arcane) doesn't work for an even simpler reason:

New Arcana (Ex): At 9th level, you can add any one spell from the sorcerer/wizard spell list to your list of spells known. This spell must be of a level that you are capable of casting. You can also add one additional spell at 13th level and 17th level.
Imp. Eldritch Heritage would get you access to New Arcana, but you wouldn't have any legal spell choices. Even if you're playing a race with a Spell-like ability (or took a trait/feat that gives you an SLA) you couldn't choose any spells because an 11th level fighter has no spell slots/spells-per-day, and thus is not "capable of casting" any spells.
As mplindustries and Kydeem de'Morcaine pointed out, you can still get a bonded item (though it's tough to enchant--go look at the Master Craftsman feat if you're in a home game (it's not PFS legal last I checked)) or a familiar who can scout for you or whatever).

However if your playing a beastbonded lvl 3 witch lvl x fighter with boon companion and improved familiar, you can have a fairy dragon who takes the eldritch heritage tree feats and get a bonded item and some new spells!
Unless the lvl 3 requirement gets in the way.

Assuming he has access to a caster with the spells he wants, yes, a bonded item could be improved by any player with Eldritch Heritage, as long as his Wizard Level (character level -2) was high enough for the normal item creation rules. As per Arcane Bond, he can improve his bonded item as if he had the feats, and if its not PFS he can do it at half cost.
He would gain no benefit from Improved Eldritch Heritage. He'd be better off taking Boon Companion to boost his bond (if a familiar).
Again, if not PFS, if he went with a bonded weapon/item, he could take Improved EH just to qualify for Greater EH, which would provide him the benefit of his character level equaling his wizard level for the item and creation qualifications. 2 extra feats for +2 levels, depends how bad you want it.
