My players are going too be rewarded by an elf queen magical items that are worth 8k-11k each.
Now the members of the group is a halfing monk, half elf Fighter who uses bows, half elf gun slinger and an elf arcane trickster.
So I was wondering what do you guys think would be a treasured item for each member of the group.

The elf in question would be considered high elves which are battling the forces of the drow.
Magic item creation would be easily obtainable so all the magic items in the book in my mind are open as rewards.
Now what I'm looking for in magic items is something my PC would want too keep and not pawn off.
Like I said earlier what I want is something that my PC would want too keep rather then saving up too buy item x.

The party will be mostly fighting drow and demons.
The party will be doing undercover operations.
I have been stingy with magic items and this will be there first major reward most of the party has about 6-7k worth of magic items at lv8 and the absence of a healer makes a lot of money going into potions.

Bane weapons created to combat enemies of the elven nation are ideal, and a bow would fit even more so. Additionally, items that would help in their undercover operations would be a premium: Glamored armor and items that disguise and mask a character's identity would be exceptionally useful.
At the same time there is danger to having items that are clearly designed to combat the elves' enemies; if the party is caught with drow-bane weapons or cloaks of elven kind it would be considerably more difficult for them to hide the fact that they are working with these high elves. For this reason you may want to consider gifting them with captured drow items. Drow are experts at stealth and deception anyway, and many magical items they create will be for this purpose.
Don't hesitate to create your own items for this campaign, in order to fit the specific needs of your group. Use existing items of the selected price range as a mold and design new items to be of similar power.

Give the trickster Goggles of Night those are pretty good and almost in the price range plus handy for Rogueish types and don't really jack a terribly useful slot.
For the monk maybe Bracers of Armor or Winged Boots.
For the Bow fighter maybe bracers of archery if he doesn't have it already or a belt of physical might(the +2 to 2 stats one iirc)
As for the slinger ... well no idea there maybe a blur cloak or a glove of storing?

Well I think i could just give them elf bane weapons now that I think about it and i was just fishing for suggestion because I have never played gunslinger, monk or arcane tricksters before and was wondering what items would they really want because I want them too remember this event and make it feel like they rewarded for a job well done.

            General considerations:
1) Make sure they are useful to the characters, so they don't want to give them up.
2) Don't be afraid to get creative and make up items or combine item powers using the item crafting rules as a guideline. Unique items are less likely to be sold or traded.
3) Don't make the item take up a heavily used item slot. You don't want the monk trading his magic elf necklace for an Amulet of Mighty Fists. Items without slots are even better.
4) Consider making the item something they can upgrade. For example, a Cloak of Elvenkind that also functions as a Cloak of Resistance +2 (value just under 8K), and can have the resistance bonus upgraded as they advance.
5) Whatever you pick, emphasize the elven craftsmanship and the individual thought going into these gifts, which will add sentimental value.
Other Specific Suggestions:
Disclaimer: I make heavy use of the guidelines for Magic Item Gold Values. I also play with a group that is highly likely to keep cool items that work with the character concept even if they are not optimal, so YMMV.
HP Makelovecraft's suggestion of an invisibility-piercing lamp is a good one. Make it reveal invisibility on command as Invisibility Purge for 5 minutes per day (which need not be continuous) and it'll be about right for your value range. (1 charge/day of the spell valued at 5,400. The "need not be continuous" factor, which increases utility, and the continuous flame effect add value probably into the 8-11K range. You can add a few minutes of use if you like.)
For any creative player who is not likely to want something else in the body or hands slots, try a Robe of Blending or Glove of Storing.
Gunslinger - a pouch with a constant Abundant Ammunition effect. Never have to worry about counting or paying for nonmagical bullets again. Value ~8K (2K use-activated spell effect * 2 for 1 min/lvl duration * 2 no space limitatin). For added interest, let him use it to cast Align Weapon on the bullets within once per day on command. This brings the value to ~11K, and if he stocks the thing with cold iron, silver, and adamantine bullets, he can potentially overcome any DR aside from slashing and saves a ton of cash on ammo.
The archer could use a similar item as a quiver, possibly as an enhanced Efficient Quiver (extended space for spears, bows, and magical arrows, and duplicates nonmagical arrows). He could also use Bracers of Archery. At 5K, the bracers are under your desired value, so add the Arrow Snaring ability to increase the value to 11K and give him the ability to catch someone's arrow out of the air and fire it back at them. He can then upgrade the Bracers to Greater Bracers of Archery and Arrow Snaring for 20K. I don't think an archer could get better bracers, so this should be safe.
The Arcane Trickster might be the right character for the anti-invisibility lantern. He might also appreciate a Pearl of Power 3rd level (9K) if he prepares spells. Or if he likes stealth, the aforementioned Cloak of Elvenkind and Resistance +2 (7,750) might be appreciated, or a Ring of Mind Shielding for mental stealth. Or even a Ring of Mental and Physical Stealth (Mind Shielding + Cloak of Elvenkind, value 11,750). Metamagic rods are also a solid choice, and many are in the 8-11K range.
A Belt of Physical Might +2 is a solid choice for the Monk and is upgradeable. The right player could also use a Cape of the Montebank, though you'd want to be sure he wasn't the type to swap it for a Cloak of Resistance. Amulet of Mighty Fists +1 is a major monk item, and upgradeable. Bring the 5K value up into the 8K range by adding one use per day of Align Weapon, Versatile Weapon, or Weapon of Awe on command, affecting his unarmed strike.
EDIT
Okay, missed a few posts composing this one.
If you want them all to have the same item and they're doing covert operations, the cloaks of Elvenkind/Resistance +2, Robes of Blending, or Ring of Mental and Physical Stealth (Mind Shielding, +5 Competence to stealth) are all very good choices.
Bane Weapons or Glamoured armour are also solid choices, especially if the characters are likely to modify/upgrade their weapons and armour rather than just replacing it with something better. If the monk does not use weapons, try Elf-Bane Amulet of Mighty Fists (no +1 needed) with Weapon of Awe 1/day. You do run the risk of Elf-Bane weapons becoming less valued if they stop fighting drow at high levels and fight more demons.
I still love the idea of Bracers of Archery and Arrow Snatching, but depending on how often your archer fights other archers it may be less useful than a bane bow, especially if he's low on magic items. Likewise the ammo pouch.
Emphasizing elven craftsmanship is probably a bad idea for covert ops, as Heaven's Agent pointed out, but there's no reason that they couldn't have Cloaks of Elvenkind that looked drow-made instead, and elf bane weapons could be used by either side in the conflict.
Apologies for wall of text. I love magic item design.

Well I do like the pouch idea for the gunslinger since he keeps complaining about the price of bullets.
Now combining bracer of archer with gloves of arrow snareing sounds like a cool idea for the fighter.
I'm not sold on the lantern because I would have to design encounters just for this one item and it would be more of a group item rather then a single players item.
The Amulet of fist sounds like a solid upgrade but I'm surprised at the cost and might just end up given him the +2 resistance elven cloak and I shall now dub it the Shroud of Crying leaf.
Now the only one I Really want too find an item for is an Arcane trickster.

It all depends on what he wants, his playstyle, etc.. If he is an Avid spellcaster, a Pearl of Power (of 3rd level), or an Empower Metamagic Rod are very solid choices.
If he is more of a scout/stealthy type character, a Necklace of Adaptation would be great choice as well, not being hindered by watery graves or hazardous waste (traps).
Another nice general thing to implement that's within your budget is some Ioun Stones, which can greatly help some characters out with stats, ac, or other unique utilities.
I hope that helps you out!

Well He seems too enjoy rushing head first into danger and survive on wit alone and if that does not work hope his team mates come and save him.
He will try too keep a safe distance unless he wants too come close for a sneak attack too save spells.
Does rushing in often leave him in a dangerous spot where he is then knocked unconscious? You could give him an item that functions as Determination Armour, but that automatically casts CSW instead of Breath of Life. Gives 3d8+7 HP first time you go between 0 and -Con in a day. Based on relative spell level, that'd be worth about 9-10K* assuming it takes up some body slot. A shirt, maybe - the chest slot isn't too contested. Shirt of Charmed Life.
* Determined Armour's value of 30K theoretically includes a 50% price boost for being added to the armour slot, so 20K for the effect, divided by spell level X caster level = 444 gold, multiply by 3X7 for CSW = 9,333 gold)

Ring of Sustenance is cheap and darned useful, stack on Maniacal devices is good for the Trickster.
If you're feeling particularly homebrewed, anklets that allow the monk to hurl HIMSELF (like rocket boots) at an enemy up to double his slow falling distance (80 right now), allowing him to do a flying kick/punch/whatever increasing his damage die by 2 size categories for that one attack.
Or the much simpler Necklace of adaptation with the ring of sustenance enchantment, he now requires no food, air, water, weapons, or really much of anything at all to adventure. Immunity to poison gas ain't bad either.
Archer-boy should get the bane weapon because if I know Elven provincialism they're going to trust in the archer before they trust the stinky gunslinger.
Finally, a magic gun-like object that shoots positive energy (1d8, 20 ft. range increment) unlimited times per day would be weird, hilarious, and cost (by the most stringent pricing guidelines) 4k. They would never drop it because it solves all end-of-combat healing problems.
Edit: Whatever you do, name the items. A 1 paragraph backstory and a name gives every single item a +5 to their save vs. being vendor-trashed.

I like the cloak idea, but in the price range ur talking about it should be +3resistance.
Another archery item that i always try to pick up in efficient quiver with perm. gravity bow/abundant ammo effect.. 2d6 norm arrows all day...
Boots of speed are nice for just about any character
+2/+2 stat items again are good for any character
Ion stones are just cool!
Rods are even cooler!
All of these items are within the price range u suggested..

Actually neither are quite in the price range.
+3 is 9000 + 2500 for the Elvenkind Enchantment + 1250 (+50% lower item value double power tax) = 12750.
+2 and Elvenkind is 4000 + 2500 for the Elvenkind Enchantment + 1250 (+50% lower item value double power tax) = 7750.
+2 is only 250 away from the bottom of the range, while +3 is 1,750 away from the top of the range. However, if the other items awarded are all at the top of the range it might make more sense to bump the cloak to +3.
Another archery item that i always try to pick up in efficient quiver with perm. gravity bow/abundant ammo effect.. 2d6 norm arrows all day...
Out of price range due to the doubled cost of items that take up no body slot, such as a quiver.
Abundant Ammo Quiver = 8K (2K continuous use * 1 for first-level spell * 2 for 1 min/lvl duration * 2 for no item slot)
Gravity Bow Quiver = 8K (2K continuous use * 1 for first-level spell * 2 for 1 min/lvl duration * 2 for no item slot)
Efficient Quiver = 1800
Total cost = 8000 + .75 * 8000 (similar power discount for items with no slot) + .5 * 1800 (similar power discount for no slot) = 14900
Cost for Efficient Quiver with either Abundant Ammo or Gravity Bow = 8000 + .75 * 1800 (similar power discount for items with no slot) = 9350
WerePox's other suggestions are solid. My fellow players especially like Boots of Speed (12K).
Note: Miscalculated in my first post the cost of adding Align Weapon 1/day to the ammo pouch. The Abundant Ammo pouch with Align Weapon is 9,350 gold and not 10-11K as previously stated. Still within the OP's price range.
If the gunslinger's player has complained about the cost of bullets, he is likely to highly value an item that gives him unlimited free bullets, especially if he's made aware that it can duplicate special nonmagic bullets such as adamantine and it comes with the small bonus of Align Weapon to get through demonic DR .
