It could be Cacophonous Call.
It is in fact Cacophonous Call. It is presented on the same page as cacophonous call, and I do not recall any other spells around there fitting the bill.
That's funny, I never even questioned that there was an ability called Sickening Song when I looked at that picture/post. Now that I've searched the rules, there is no such thing.
Well I was going by the name of the image and was like, oooo! My next bard villian needs to throw that at the party :)
