Favored class bonus - who gets it?

Base classes - can be favored.
Prestige classes - unfavorable.

Question is: can an NPC class be treated as favored?

It only says that a prestige class can never be a favored class. There's nothing that says one has to pick a core class, so I don't see why not. Besides, unless you're a PC playing a NPC class, the GM can do whatever (s)he wants.

any non-prestige class, fighter, warrior, wizard, expert all allowed
Duelist, Mystic thurge, and racial hitdice are never allowed

A base class is any class that runs from 1 - 20. Ergo, npc classes can have favored class benefits.
