I wish to play a cultured Creole character, but have no idea where such a society would have birthed such a character. Any ideas as to were in Golarion a society as such exist?

Sargava is probably your best best. It's the closest analogue to "an African culture used as slaves by European colonists". The Mwangi-Inner Sea religious syncretism works well there, too.

Linguistically, you're looking at Polyglot.

That is pretty much the most obvious place for this. Sargava the Lost Colony covers the country and the Serpent's Skull Adventure path has a lot of support articles for the country including details on the cities of Eleder and Kalabuto and a full examination of Juju magic.

Another possibility for characters of this type could be the Sodden Lands which could have a bayou feel to it. However as you are playing a cultured character I would say that fits best as a citizen of Eleder.
