            I'll throw my hat in the ring. Full write up if I get selected. I can post multiple times a day (I spend way too much time online).
Mozi Cobbmill Hodgewick is a gnomish alchemist, whose paranoia helps keep the bleaching at bay.
He was close friends with the Vhiski family as they were all growing up, until Sandru and Jubrayl's parents died. When that happened, he stayed close to the brother who he was closest to: Jubrayl.
Unfortunately, Mozi -- who had of course grown up happy, and maybe a touch naively, in a Whistledown cottage -- didn't realize what Jubrayl was involved in, even as he was being asked to make items that Jubrayl was using to rise to prominence in the local Sczarni.
Even more unfortunately for Mozi, others in the group realized what a valuable resource he was, and attempted to eliminate him. Fortunately for the gnome, Sandru saved him.
The near-death encounter opened Mozi's eyes -- perhaps too much. He left Jubrayl, in the process becoming paranoid, seeing conspiracies everywhere. It's no surprise to him that Madame Niska died only after the Sands of Thuvia caravan stopped arriving in Sandpoint -- who do you think brought her the sun orchid elixir that kept her alive all those years? The more important question is WHY did the caravan stop arriving.
Since his rescue from the Sczarni, he has been living in Sandpoint, making alchemical items for other caravans, but should someone ask -- or some mystery pique his interest enough -- he would be willing to leave his comfortable home and head out into the wider world.

Artistrynimiok (Arty the Wild Gnome)

First Draft background:
Arty was born in and spent his early years in the Sanos Forest. As he grew older he developed an affinity to the natural denizens of the forest; the animals (even vermin), and plants and flowers, water, sky and wood. Soon the affinity grew to fascination and obsession at the expense of social interaction with the other gnomes of the forest, However, he claimed he drew power form those forces of nature, or perhaps form a greater force behind those. The elder gnomes of the forest grew weary of Arty's hermitlike ways an politely asked him to leave their community. He was not unpleased and began his wanderings of the Sanos forest and beyond. During his travels he rescued a wolf pup from its dead mother and raised it to be his faithful companion and sometimes mount.
Eventually he made his way west to the Sandpoint Hinterlands, where he found himself in some trouble with a roving party of tribal goblins. It was here that Shalelu found him and after driving away the goblins, realized that this strange but friendly being would not last long in the dangerous wilds around Sanpoint, and so urged him to come to the town for safety. He reluctantly agreed, but stays on the edge of the town, often venturing out into the wilds, drawn to them as he is. Shalelu remains his friend and keeps an eye out for him on his wanderings. Lately he has been suffering from the beginnings of the Bleaching (mechanically represented by the wasting curse).
Arty is a wild-lookimg creature, dressed in furs and leaves, with sticks and flowers braided in his crazy silver/white hair. He is uneasy around civilized humanoids, but is thoughtful and kind to all he meets, even though is manner of speech is short and strange. He occasionally provides medical care to the towns animals, and will reluctantly take a fee, even though he has little use for money.

At a young age he was sold to an expatriate of the Minkai Empire, Kenichi Hachimoto. Hachimoto was newly arrived in Cheliax and decided that he could bring some of his old home to his new home - he would train geisha. He had some already in his service, those who had made the long journey with him, but he needed beautiful young children to train more. Satoshi was both beautiful and young.
He was given a new name. He was trained in the arts or performance. He was trained in the arts of conversation. He was trained in the arts of being the perfect entertainer, along with several other brothers and sisters, none of whom were actually related to him.
Despite his bondage his life was not hard. He was certainly better off than his mother. He may have been a slave, but a geisha was not a whore. He wanted for nothing, and was well-educated, better than most free children of Cheliax.
All good things must come to an end, though. The Chelaxian citizenry did not care for this strange non-brothel where you paid non-whores not to sleep with you. Customers were few and far between. Hachimoto was forced to sell his business, and the new owner had no tender Minkai sensibilities.
Satoshi resolved not to end up like his mother. He had no skill at combat, beyond some strange dances with a rare minkai weapon... nothing that could overpower guards. He had no real allies. His "siblings" were content with their new fate, or at least enough so that they wouldn't fight. He had words, though. He had song. He sang for the guards and they sat transfixed at the sheer beauty of his song as he locked them in his room. He walked off the grounds a free man before the new owner could even arrive.
Of course such freedom is tenuous in Cheliax, and a boy with no coin or possessions save an odd weapon and a flute would not do well, especially escaped slaves. Satoshi had his words though, and he could convince anyone to be a friend. And friends could provide passage.
It was in the midst of his attempts to secure this passage that Satoshi met Ameiko Kaijitsu. She found it curious that a boy with no clear Tian heritage would have an obvious Minkai name. He found it curious that she'd carried a samisem, an instrument other geisha would use to accompany his shakuhachi. Seeing each carrying an instrument perfect for harmonizing with the other, they could hardly resist. They had a sort of musical duel that day, though the winner was irrelevant (each would tell you the other was the loser). Satoshi traveled with Ameiko back to Sandport - the end of some grand adventure for her, though she wouldn't discuss it. The two have been the closest of friends since.

I have an idea for a human Samurai from (as suggested in the player's guide :) ) another Tian family that traveled to Sandpoint many years ago (I'm thinking a Merchant family). Character's mother was a samurai and taught her son the way to handle himself. She even provided him with his grandfather's katana and armor.
Growing up with Ameiko, it was natural that he'd develop a crush on her and the year she spent away didn't help it go a way either. While she was gone he spent time learning about the world from every source he could. Old places and fallen kingdoms interested him most, and he was anxious once Ameiko returned to hear her stories of far off places.

Harlan Starshine
Harlan is a red-haired halfling, destined to be a cleric of Sarenrae, Harlan has instead become an Oracle of Life in service to that deity.
Harlan is tall for a halfling, with fiery red hair and green eyes.  He walks with a limp, a permanent reminder of the attack that cost him his parents.

            Hi! Sorry for the late application, but Chris only pointed me at here half an hour ago. I've just speed-read the basic guide to Jade Regent, and I like the idea.
Anyway, character concept:
Anhara Retair - Elven Paladin of Desna. Friend and protege of Koya's; only very recently passed her final initiations into the order. When Koya decides to go on one last great journey, she decides to accompany her -- while she can't prevent her friend and mentor from going and wouldn't dishonor them both by trying to dissuade her, she can at least try to make sure she finds what she seeks on her final adventure... And, eventually, return to tell Koya's tale.
I'm envisioning her as preferring diplomacy over outright smiting -- travelers and explorers should remember that they are guests in another's land and comport themselves accordingly -- although she'll be perfectly capable of the latter should the situation call for it. Young (for an elf) and relatively inexperienced, hoping to do well by the world at large and be a credit to her order, sometimes secretly worried that she might not be able to measure up...
Statwise, I'd like to wait until Thursday when the Ultimate Combat PDF arrives in the online store before finalizing anything.

Tall and lean, he is dressed in brown leather and muted green cloth in subtle patterns that tend to fade into natural backgrounds.  His cloak seems to slowly change color to match his surroundings as you watch. 
His hair is a shock of shoulder length and sun bleached nearly white. His face is always covered by a scarf; except for on the rare occasions, like when he eats, he takes it off and you see... 
PERSONALITY
<>An elf of few words, to the point of using hand signs instead of speaking, Finrod's voice is a roughened croak. Initially, he stares at you with an unnerving green eyed intensity. He listens far more than he speaks. He warms to people slowly, if at all, though (having more than a little survivors guilt) he is patient with those who ask for his help with survival and the natural world .
<>He is handy with making bows, arrows and repair, and will warm to and talk shop with another craftsman. 
In his off time he can be seen experimenting with new bow improvements (like bowstring bushings to reduce the "twang" sound to a "thump"seen on modern hunting bows) and trick arrows like hollow arrows 
filled with powder or fletching that allows silent flight.  
<>When still he tends to fade into the background, until he moves with a surprising grace and blinding quickness. He likes to scout ahead and snipe from ambush, never giving an enemy an even break. You have never seen him sleep, seemingly on watchful throughout the night.
<>He dislikes towns and crowds of people, disliking the potential rejection of people who see his disfigurment.
BACKGROUND
<>During a deep forest scouting mission, the entire unit was caught in a cunning ambush by the demon lord Treerazor. He indulged himself in torturing them physically and mentally, until he was interrupted by Rangers including Shalelu, who shot many demons with superb archery. They drove off the goblins and rescued the only survivor, Finrod.
<>While recovering from his ordeal, it was discovered that the disfiguring injuries were impossible to heal properly due to some Vile influence.  Desiring to get away from the pitying looks of his fellow 
townsfolk, Finrod wrapped a scarf over his injured face and became a wandering hunter and guide.
<>Despite his dislike of towns, he will dare to enter one if it means he can pick up the trail of the cunning demonic minions of Treerazor...
Campaign Trait: 
Rescued: At some point in the past, you had a terrifyingly close brush with death. 
Whatever the peril was, you would have certainly died if not for the swift actions of Shalelu, who intervened just in time to save your life. You’ve never forgotten this, and remain fiercely loyal to the NPC who saved you. Perhaps even more importantly, the method in which she saved you seems to have had an impact on your own skills. 
If it was Shalelu who saved you, she did so by pulling you to safety while simultaneously defeating the peril that almost did you in, and as a result, you gain a +1 trait bonus on Acrobatics checks and Acrobatics is a class skill for you. 
>In addition, you gain a +1 trait bonus on all attack rolls against foes that threaten Shalelu.
