What do you mean by "4th level druid animal companion list"? A druid can select any animal companion from level 1.
Anyway to answer your question, no a ranger (unfortunately) can only pick from the list given to him in the core.

So just to be clear a 4th-20th Level Ranger may only choose from the following for their Animal Companion:
badger,
bird, camel, cat (small), dire rat (see the Pathfinder RPG
Bestiary), dog, horse, pony, snake (viper or constrictor),
or wolf. If the campaign takes place wholly or partly
in an aquatic environment, the ranger may choose a
shark instead.
The chosen Animal Companion will then advanced 3 levels lower.
Anything I'm missing here?

Note the Bestiary text for taking a roc as an animal companion:
Rocs taken as animal companions by druids or rangers are typically newly hatched birds—a baby roc is the size of a person and ready for flight and hunting within minutes of hatching. Unfortunately for druids seeking animal companions of legendary size, an animal companion roc is limited to Large size—still large enough for a Medium druid or ranger to use the flying beast as a mount.
This leads me to believe that the additional animals made available in subsequent sources are open to GM discretion for rangers despite the limited selection in the Core Rulebook.

As written, the rangers are only allowed to pick from their list in the core book. I suspect it is a balance issue since some of the companions available to druids are quite formidable combatants.
If you follow that logic, then druids are not allowed to have entries from the Bestiaries either, since they are not in the core book.
If the bestiary lists in the creature's entry that it's available to druids, then druids can take them at level 1. If they say they are available to druids and rangers, then druids can take them at 1st and rangers at 4th (or 1st for beast masters).

It's by animal, some animals say Druid, some say Druid and Ranger.

Kewl thanks. Only real drawback with Beastmaster is that you trade your 6th level bonus feat from your combat style.
Appendix 7: Animal Companions
The following list indexes all additional animal
companions found in this book, along with the page
numbers on which they can be located.
Looked at the descriptions for each of these creatures and none of them said anything about Ranger.
Although perhaps you could say any creature that has a 4th Advancement (e.g. the Baboon), could be selected for a Ranger but it doesn't say that.

With anything beyond Bestiary 1, any DM can choose to make a judgement call as to what new creatures from those books could be options for a ranger, especially things with a regional flavor. The 4th level thing is a good measuring tool for initial assessment, but things in the caliber of Ape should be watched for.

Everything is always GMs permission, even the core stuff. A barbarian is in the core book. If however, the GM says no barbarians because everyone is starting off as having just exited the army, then they are off limits.
The bestiaries add to the list of druid/ranger ACs. The GM can always remove or modify or add to those lists. By default, if the bestiary entry says 'Add to Druid' it's just like spells in the APG, they are assumed to be valid unless the GM declines them.

Apparently I did misunderstand. Here's what I read.

I am aware that everything is up to the GM.
I was saying that by the book the bestiary ones are more like options than something you can be assumed to get without asking a GM first even if you are a druid.*
My initial post probably should have had a question mark now that I think about it.

Yes and No.
Whether the GM uses the book is up to him. If he's using the bestiary, then it's in the game. He should make a point of telling the players if he's not allowing anything from it. If he's using ACs and monsters from it, the Players should be allowed to use the rules as well. Same with the APG, UM, etc. The best way to shut down a game is to have the GM using every book but only allowing the PCs the core book.

Beastmaster is a bad choice for a ranger.

Like any class that depends on how well it is played. My beastmaster (19th Level, 16 Ranger, 3 Fist of the Forest (3.5), w/ Natural Bond (3.5)) kicks but. He has his eye in the sky (A Hawk 1 level), a "Hold his own" fighter (Tiger 16 levels) & a stealth expert (Panther 2 levels) that flanks w/ the tiger & the ranger fights w/ his bear hands. Fun stuff!!!!
