So, I was running a game and one of the players has the Belt of Physical Perfection. The entry on the PFSRD says:
This belt has a large steel buckle, usually depicting the image of a giant. The belt grants the wearer an enhancement bonus to two physical ability scores (strength, Dexterity, or Constitution) of +2, +4, or +6. Treat this as a temporary ability bonus for the first 24 hours the belt is worn. These bonuses are chosen when the belt is created and cannot be changed.
The core book also states that the enhancement bonus becomes permanent after 24 hours. The group had gotten another belt, can't remember what, and the player wanted to use it. He took the belt off and I said he looses the bonus but he countered that since the bonus was permanent after 24 hours he shouldn't loose the enhancement and should be able to use another belt. Who's right?
I know there's rule 0 but I'm trying to get a standard ruling and I can't seem to find anything in the books.

well i would think that the permanent p[art would go away it basically means that you can still use bulls str, cats grace, etc. with those items after 24 hours. if he wants a true permanent enhancement tell him to get the books to increase his stats.

No that is not what it means. Even though the bonus is now permanent it is still and enchancement bonus, hence they wont stack.
The difference between temporary and permanent ability boost is this:
Temporary Bonuses: Temporary increases to your Strength score give you a bonus on Strength-based skill checks, melee attack rolls, and weapon damage rolls (if they rely on Strength). The bonus also applies to your Combat Maneuver Bonus (if you are Small or larger) and to your Combat Maneuver Defense.
Permanent Bonuses: Ability bonuses with a duration greater than 1 day actually increase the relevant ability score after 24 hours. Modify all skills and statistics as appropriate. This might cause you to gain skill points, hit points, and other bonuses. These bonuses should be noted separately in case they are removed.

It's in the back of the book. Before the 24 hours are over, the stat boost only counts as temporary, meaning that it only affects certain checks. After that time, the bonus counts as part of the characters normal stat and can thus be used for feat prerequisites or bonus spells.
The character still loses the bonus if he removes the item and, in that case, would have to wait 24 hours before the bonus counts as permanent again.

The whole temporary/permanent part of stat-enhancing items doesn't make much sense apart from a mechanical point of view.
In the event of a belt, it somehow assumes that the character wears his pants even when sleeping, taking a shower or going to the toilet.
If I had a belt that made me harder, better, faster, stronger you're darned right it ain't coming off just because it's a bit inconvenient when I'm taking my once per year bath :p

The whole temporary/permanent part of stat-enhancing items doesn't make much sense apart from a mechanical point of view.
In the event of a belt, it somehow assumes that the character wears his pants even when sleeping, taking a shower or going to the toilet.
I've always explained it as the item becomes attuned to you. This means that you can take it off to sleep, bath, change clothes, etc. without losing that attunement. It is the attunement that allows you to remove it without setting the clock back to zero.
However, if you put on another magic item in the "slot", the attunement is gone and the clock is reset.

A good idea! I also had problems imagining my character sleeping in gloves of dexterity and a belt of strength all the time.

A permanent modifer allows you to access feats that you could not without the item. Yes you have the risk of losing the item and therefore access to the feat.
That isn't clear in the rules.
Where a permanent enchantment bonus becomes really relative to spellcasters (so that they can get more spells per day).
