In Scarred Lands Halflings are a slave race. They are there to be abused.
No wonder that their kindly gods take extreme stances on interracial issues... and that unlucky folks found themselves targeted sorely because of a few additional inches.
Of course, that's the same setting where term "druid" is synonymous with "savage cannibal", and where nice folks still need to sacrifice little furry animals on dark altars to appease nasty gods.

Not exactly slaves. Just defenseless and therefor taken advantage of.
Druids are not exactly cannibals either, they just follow the Titans, not all of whom were evil.

Druids are not exactly cannibals either, they just follow the Titans, not all of whom were evil.
In fact, one of the ways that King Virduk got halflings on his side was to make them feel empowered. One of the best PrC from the Scarred Lands is the Halfling Stalker.
