If you click on Previous Years on the Superstar page, then the header for a given year, you get a page that has the rules on the right hand column.
For example:

Yeah, they pull those down before the next year's contest starts. I'm guessing they don't want people to get to much of a head start other than brainstorming and outlining or the wrong idea on what the exact specifics will be. Remember, one of the things they are looking for in a RPG Superstar and future freelancer is the ability to hit possible short deadlines where the final details might not be turned over to the writer until the last minute.

I think it has more to do with the current year's URLs have a root URL of
http://paizo.com/rpgsuperstar/
and when we start a new competition all of the old ones get moved to
http://paizo.com/paizo/messageboards/paizoPublishing/rpgsuperstar/previous/ rpgSuperstar200X
and in that process some of the referring links get broken because they're still trying to point at the first root URL.
Honestly, we're not trying to hide anything from you. We could make the contest really hard if we wanted to. We don't. :)
