So in pathfinder, unlike in 3.5 dnd, Celestial/fiendish animals don't get a bonus to their int, so it stays below 3.
This means that they cannot understand any languages, making the tongues spell worthless for this purpose.
In short, how on earth am i supposed to control them in battle??? Is it even possible??

As per the spell description, when you summon a monster it attacks your opponents. IF you can communicate with it, you can get it to do other stuff - 'if' being the important word. It's up to you to manage that communication.
But at a bare minimum, when it's summoned, it knows what your opponents are, and will attack them. That's the bare-bones level of control you get without summoning smarter things you can communicate with normally, or investing in things like Speak with Animals or somesuch.
In theory, you could use Planar Ally/Binding to summon such creatures and use Animal Handling to train them, then dismiss them and use Summon Monster to summon those specific critters (if the DM allows this sort of thing). So you could have your summoned monster learn tricks.
