I want to check with the judges before I post anything here. Is it OK for us to talk about villain concepts we came up with that we didn't enter into the competition?

Likewise. In fact, I actually had two fully-written concepts that I was debating alot between. Eventually, I caved in and asked my sister's opinion on the two, and she thought Phen was the coolest of the two villains.
I'm definitely putting up the discarded one after this round, since there seems to be an attitude of it being better to wait.
The flip side to all this is, if you unfortunately don't win the whole Superstar contest, you can enter again NEXT year... if they have a design a villain again, you might want to save some of the goodness for then!
Though I can understand wanting to share all the cool ideas you have (I'd certainly be interested in seeing them), and waiting is a hard thing to do.
I'll post up my two discarded entries after voting finishes. I think they'll be amusing, at the least.
