Skill formula to minimize first level rogue problem

I'd like to give a new formula to calculate skill points for trained skills:
3 + (class level with class skill) + (class levels with cross-class skill/2) + ability modifier + racial modifier.

Example:
rogue 1 / wizard 3 / ranger 2 / warrior 5:
Stealth (trained): 3 + 3 (rogue + ranger) + 8/2 (warrior + wizard) = 7

I other systems:
Alfa document
Stealth (trained): 3 + 11 = 14

What do you think?
This can make rogues more skillmonkey than previous system, and this method doesn't need bookkeeping.

The '3' for training still weighs in heavily here.

Ok but weights much more in the original system:
Another example
stealh (trained) rogue 1 / warrior 10

Original system: 3 + 11 = 14
New system: 3+1+5 = 9
