From my experience you have to slightly change the name of the second roll. The computer things you're trying to make the same roll again and sometimes just duplicates the previous roll.

Though seldom used I believe that transferring a + Potency rune from the shortbow to Stepnik's Crossbow wouldn't hurt anything, which might result in him taking the Freezing bolts as well.
