But I believe it always depends on the NPC behavior towards you, and a very few GM actually tell you that (anyhow). If, for example, someone is friendly or indiferent toward you a simple information should not be subject to a roll, but while the NPC is in that attitude category you should not get it the info, no matter how much you've spoken. Diplomacy rolls CAN and SHOULD be used to improve the attitude of someone toward the pcs once you realize it does not want to help you anyhow, and the DCs are pretty decent.
