"Well... this was less helpful than I had hoped," says Kasumi, rather thoroughly put out. "Do we... do we kill it? Kinda feels bad, now that he can't hurt us. But we can't just leave him tied up forever... and I don't think we can persuade him to change."

I almost bust a gut laughing at work reading that! Yes, he is covered in goop.
Hitting him with the mace appears to make the goop recede into his flesh, and then come back out after the mace leaves.

Satisfied, she steps back from the goblin, ”It seems a little... unsporting. Untie him and let him die fighting.”
As Urzaia’s Morningstar does its work she stops, ”Oh.”
Then, with a shrug, she sheathes her blades, ”Nevernind then, I’m sure we shall have more sport with these goblins.”

Suddenly, the sound of a trumpet rings out over the field, becoming louder as its player approaches. A goblin barbarian with a horsechopper blade comes out with a goblin dog and three more goblins. All of them covered in the goop. She roars a challenge in goblin.

As the party uses their last few moments of combat to get into position, the Gobarian and the Dog attack Mivvy as they swarm to her opposing sides, awaiting to get into a flank! She manages to thrust her weapon deep into the Green Goblin and it drops dead without a second to spare!

And no, Charge needs a straight forward enough thing to hit and attack and damage, but jumping over a stream ruins a charge (unless flying). Good news is it prevents you from getting hit.

As Mivvy carries her assault against the goblins, she parries the Gobarian, but fails to riposte!
The goblins, seeing their friend die, get angry and attack Mivvy!
