If the entrance is big enough for her without impairing the refugees, Setsuna flies inside. If not, she carefully lands somewhere close, politely helps Shu to the ground, switches to a more compact form of an angel, gets a secure grip on her partner if he's willing, and then resumes with their flight inside. It would not be right to just barrel though a bunch of survivors. She really wants to investigate their presence, but it would not do justice to Shu if her decision to delay at all caused him to suffer a penalty.
Just swap Morph from Dragon to Angel, change Size to Size: Density, and alter her natural weapons are her angel wings.
Once inside, whether as a dragon or angel, Setsuna unknowingly mimics Neon, "Uh... Hi! What's the line for?"

There was a big group of people in line for.....something. Setsuna started to to shrink into what could be described as an angelic form. She flew inside. Shu thought about the statues outside though. He stayed near the entrance keeping one of the statues in sight before telling CICADA
"CICADA perhaps we could possess one of those statues and see anything else going on, maybe even some of the tricks too."
"I mean Setsuna is already asking these people in line, wouldn't that make our efforts pointless?"
"If I had to guess, I'd say these people will be ambiguous, now come on."
Shu grabbed CICADA got into a pitcher's stance and threw him at one of the statues for CICADA to possess. As he waited for an answer, Shu took a look around the area to see if there's anything special.

For Life Hack
As the only one to make a Perception check, you notice that the four massive figures are not statues but huge mechanized suits, as you see pilots inside the cockpit located at the chest of each. The pilots are not entirely humanoid in shape, as they have three arms.
As all of you attempt to approach, a sound like fingernails on the blackboard screech through your consciousness. Those wearing glasses, if any, see them crack under some immense strain. You do not know if you are receiving a communication or are under attack but you get the feeling that you are not to approach any further lest you suffer pain... excruciating pain.

"ARRRGH!" pain strikes Shu a lot, his flash goggles crack from some sort of pain.
"It....hurts!" CICADA says.
"CICADA, you need to possess that thing and shut it down," Shu says as he points to the nearest one.
Using Machine Control. the machine needs to make a Will Save: DC 15.
Also sorry for not talking this over, Setsuna, but I feel like this is a move Shu would do.

"What the heck?" Toshi blips away from the dome as the shriek affects him and starts cracking his goggles.
Stopping back at Komaba, he looks at his partner. "What do you think?" he asks. "Sonic, or some kind of mind-whammy?"

Well, it looks like Hero Lab lied to me; Density really isn't a core rulebook superpower. In that case, Setsuna would've just swapped Growth 4 for Enhanced Strength 4. With that in mind...
As she tries to pinpoint the source of the noise, Setsuna quickly swaps back to her more durable dragon form. After all, it does not seem like she and Shu will be getting through the entranceway very easily...

"The noise is coming from there," she tells Shu in her deep draconic voice, "I'll try to smash it if CICADA can't shut it off."

@Radavel: Life Hack is using Machine Control on the statue in an attempt to shut it down (I believe). According to him, the machine needs to make a DC 15 Will Save.

He cups both hands together and thrusts them towards the closest giant mecha. Between his palms, indigo light swells until suddenly it bursts forth with a single thin stream the width of a pencil.

Robert decides that an elephant seems like a good animal to mimic right now. And how hard can it be to smash a mecha?
He instantly turns into an elephant and charges past one of the mecha, swinging his tusks into it as he goes by (Move by attack)

Currently he has a Defense of 16 and a Toughness save of 10

Setsuna lets out a mighty roar and blitzes the mecha. She attacks it savagely, sacrificing her guard for accuracy. Some of that extra precision is in turn traded for extra attacking power.
While seemingly arrogant and impulsive, the draconic vampiress is very durable in her current form. She is well-aware that she has Shu and CICADA's potent ranged support. Most importantly, she regenerates, and the robot most likely does not. As such, Setsuna stays put in close quarters to distract the machine from attacking her partners.
Using All-Out Attack and Power Attack.
(All-Out Attack, Power Attack): 1d20 + 9 + 5 - 2 ⇒ (8) + 9 + 5 - 2 = 20
Damage - Toughness DC (PA): 15 + 7 + 2 = 24

"Alright, aim for that one," Shu yells to CICADA pointing to one of the uprisen Mecha, one that Setsuna is not aiming for. "This time we're going for a full Machine control, understood?"
"Of course, what should I do if I can get it controlled?" CICADA flew towards the Mecha at lightning fast speed.
"Try to get the pilot out of it, no pilot means it won't be able to attack or do anything."
"Roger, roger"
Mecha #4 needs to make a will save DC 15. If it gets compelled or controlled, I would like to attempt to have the mecha remove its pilot in any form or fashion.

Sorry for being absent these past few days. Been tired from all the holiday celebrations.
Darkness is banished for a moment as the immediate area is lit by energy beams, which strike the mechas causing them to glow with light.
Dust fly all around because of Zephyr's wind blast. It manages to strike one of the mecha. It remains standing.
Those who make close contact physical attacks strike what can only be described as gelatinous like flesh, which gouge out a portion but does not seem to impair the mechas' efficiency.
Teruo's feather strike on of the mecha, hitting its torso.
The 2 mechas each extend their 3rd arm and their bodies start to spark static electricity. The 3rd arms are tracking the largest among you. (These mecha are designated Mecha #1 and #2)
One of the mechas that previously stalled starts up again. (This mecha is designated Mecha #3)

This might well be deliberate on your part but I have no clue if our attacks failed outright because of immunities or the like, failed because of good saves on your part, or partially succeeded but only did minimal damage.

Likewise. Toshi won't keep shooting if his attacks did bupkiss, so I guess I'll give it another shot and see what's happening. I think I did something though, cause I have high penetrating, but we'll see.
Toshi squints at the thing as he scoots to the side to strafe the target. Neon afterimages trace his path as he brings a hand up and fires another high-powered neon ray of light!
Moving to strafe to its side. I should be able to move the distance since I can cover 1 mile in a round. Firing another Neon Ray, at the same mecha he hit before.

Expecting hard metal, Uryu pulls back in surprise when he feels the outside of the mech. Rather than cease, however, he relentlessly continues.
Bringing his hands together, Uryu slams his guantlets into his foe.

"wait no, eject the pilot first, that way if you lose control of it, it won't be able to strike!" Shu yells at his very stubborn companion.
"Our allies are in danger, we can worry about the pilot of this one once the others are down."
Shu starts muttering to himself, "damn prick...
So another Will save, but since Machine Control is cumulative, if it fails I'm going to use the action to have Mecha #4 strike Mecha #3

Upon noticing all the third arms pointing at her (by far the biggest target of the group), Setsuna utters a low growl and begins to Scale to Threat. She loses the attributes of her sleek flyer form, and the draconic vampiress lengthens in size, becoming even larger and much more bulky. Her scales turn a metallic blue, which quickly start to deflect the sparks emitting from the mecha nearest her.
Setsuna readies her claws and prepares for a second attack.
As a standard action, shapeshifting into a Blue Dragon, which have been depicted as immune to electricity in D&D since at least 3rd edition, with elements of a lung (an eastern dragon). In a mythological sense, lungs have been depicted holding power over weather; given the mental ability limit of Shapeshift, Setsuna obviously can't give herself the ability to will weather into existence, but she certainly can turn into a creature physically built to survive the typhoons it commands.
Going by the sample Energy Controller, immunity to one form of energy is five points.

Zephyr starts emitting an energy field that surrounds her and the people near her.
Robert hits the mecha he is battling and manages to gouge portion of its hide. Then he disappears.
Neon’s energy blast manages to puncture one of the mecha.
Komaba’s target stumbles as he lands a tremendous blow.
Life Hack manages to infiltrate the controls of the Mecha and it attacks its companion.
Teruo’s shot hits too and he hits the mecha under assault by Life Hack’s hijacked mecha.
Setsuna then transforms into a new form.
Two mechas fire at the ones who made close-ranged attacks namely: Robert and Komaba.
