Yeah, Medda's actually a spiritualist so the divine caster thing wouldn't count which is a bummer. I'm assuming they're Silver Crusade; could they check this goal: Defeat an outsider that has the evil subtype or an undead creature whose CR is at least equal to your character level instead? The bearded devil is CR 5 and thus should count for your player.
In the course of an adventure, purify a corrupted object or location, or remove an evil force that is possessing or otherwise controlling a creature might also work for closing the portal at the stone circle.
*edit* Assuming those options are on whichever Faction Journal your player is using as I know they sometimes change a bit between seasons.

Anok is a good outsider and even takes over Medda's role in the scenario if she dies, so I think it is fair to count it.
