Sure! Velocity will help you win if you permit her to come in second. You could suggest a general strategy and she will try to follow it. At the very least you would not shoot at one another.
Senko doesn't have any luck scavenging but goes to visit Lemgem. Lemgem looks up at the Shirren.
"Oh, you know. Piles and piles of parts to go through and never enough time. Got the timing right finally on this hydrodynamic alternator and got some zinc oxide shavings to pump into the ignition chamber which if I can get the pressure on my arc booster right should give me a bit more oomph which is what we're all goin' for isn't it? Only the valve I got doesn't match the connector so I got leakage and I need to find some kind of coupler to join the two together or kluge something with what I got... Yeah, you know how it is."

A scene quickly develops as the officials quickly arrive. The head referee looks at Khorvax sternly. "You. You're out." He pulls Khorvax's access pass from his shirt. "You can watch from the stands but you aren't to come back down to the pit areas. If you try, I might not be so nice."
The referee turns to the rest of you.
"Okay, Laboni. I'll give you the benefit of the doubt and assume this guy acted on his own. But anything else and I disqualify your whole crew, and you can make the preparations for the race on your own. Got it?"

Laboni hands Khorvax a package. "Here's your stuff. See you later." She then leans closer, and whispers, "When the race starts, you can still help me out. Just use this to log in remotely to help me operate it."
Khorvax: This means that you can no longer contribute in the upgrading racer portion, but you can still help operate the racer during the race.

Lemgem rolls her eyes. "Yeah, but there's no way to stabilize the arc booster if the valve is leaking is there? I think I can bore out a new coupler from these old plumbing units. They're not the right size, but I can prolly make 'em fit. Look I gotta get back to it. See ya around."
Sadly you did not quite make the Diplomacy DC. But you were within 5, so you did not make her less friendly, and I checked the rules and I see nothing that says you cannot try again on a change attitude roll. So if you want to run at her again on round 3, go ahead (or send someone better at Diplomacy, which you now know is the main check for Lemgem).

He also discovers that Nyizin's vehicle is bulky with extra armor plating (so it will be tough to hit with kinetic weapons). It also has unstable black-market mods made of dragon bone and elemental energies, and has a turbocharger that can give her a big speed boost at the cost of making her racer easy to hit.

GM Tip:
During the race, one character will pilot the racer and the rest of the characters may participate by each operating one of the weapons. So my recommendation as a GM would be to try to add two more weapons, just so everyone has something to do during the race. Adding a third weapon though will do nothing because there would be no one to operate it.
Also:
Since you have cut a deal with Velocity, you probably don't need to appraise her vehicle.

Navasi is able to optimize the shielding of Laboni's racer by running some simulations through her computer. But when she tries to speak to Lemgem, she gets the brush-off.

Altronus finds a hydraulic piston that should be able to fling projectiles a fair distance, and Laboni fits it with a loader.
He then goes over to visit Lemgem.
"Another one of you guys! You sure are chatty. Say, can you give me a hand with this here? Actually, it looks like you could give me three hands! Here, just lift this up for a sec..."
After Altronus helps her out for a few minutes, Lemgem opens up a bit to him.
"You really think Laboni can take Ratrod on her first race? I've been here for a few months, and I only did it once. I got kind lucky... Ratrod and Nyizin crashed into each other and knocked each other out of the race. I'm as good a mechanic as any of them but They all've been diving way longer 'n me. I'd be happy just to place."
This notion gives Altronus an idea, and soon he and Lemgem are talking about a possible alliance.
"Okay, tell ya what," says Lemgem. "I can settle for second place... I'll target whoever's ahead of Laboni if once she's in the lead she takes out the ones that are in my way, and we don't shoot each other. Deal?"
Not sure how you want to handle this since you have also promised Velocity that you will give her second place.

Huckle Jim: I'm guessing you didn't see Iseph's post above yours. Since there is no benefit in antagonizing Ratrod further, I'll allow you to use this roll for something else, which will be socializing with Orsis (since that's the only thing left that you can do untrained) unless you can invent something else you want to try. If I don't hear otherwise from you within a day or so I'll go ahead with that.

Lemgem thinks for a moment. "Weeelll..."
"I dunno. Orsis and Nyizin are both pretty good too, and even Velocity beats me once in a while. Knocking out Ratrod might be great for you, but that doesn't get me one of the prizes. There are six of us, but with Ratrod out that only guarantees me fifth place. "
"If you wanna say we won't shoot each other, I suppose I can work with that. Unless the only way for me to place is to take you out... by the time we're half way through the race we'll know, I guess."
If you're not going to promise to help Lemgem get into second place that's probably the best you will get.

Round 3:
"I am a bit surprised to find a veteran Legionnaire in the race. What brings you to Absalom Station?"
The Ryphorian frowns. "I'd rather not talk about that. I have work to do," says Nyizin as she turns back to work on her racer.
Round 4:
During a break, Senko will go back to Nyizin to apologize for his earlier faux pas.
"Sorry I brushed you off like that before..." says Nyizin. "It's a rather sensitive topic for me. You see, in the Legion we are bonded with a Dragonkin partner. It's not just a working relationship. You are psychically connected. When your partner dies... " her voice trails off for a moment.
"I simply could not continue with the Legion. But I race in my partner's name, and in his memory."
Senko and Nyizin chat for a while, and after a time Nyizin lets on a secret for giving a junkracer engine a boost.
"Keep a little bottle of fulminate of magnesium connected to your fuel injectors. Squirt that in and you'll get a short-term boost. Might burn out the engine, but if you're close to the finish line it could be worth it."
Laboni looks over the plans and concludes that this modification allows you to press their engine during the race and double your speed for one round, but there is a 50% chance the engine could have an internal malfunction on the next round that permanently reduces the vehicle’s base speed by half. It is easily added to the racer without any extra actions.

"Either way, I think we have made a reasonable deal..." Altronus starts to walk back out toward the starfinder garage, stops and turns back to Lemgem. "Oh, and make sure you don't use any energy weapons on Ratrod- they only make his racer go faster"

@GM: I am not going to be able to post that regularly as I am on business trip. As the pilot just rolls piloting I wanted to ask if it would be ok to roll the ten rounds already where only the penalties would need to be deducted?
