I've dropped Fletch a reminder post. Give this is the last encounter and you are all high level I'm somewhat reluctant to bot him, but I'll do it in another day or so if he doesn't post.
I would like to try to get part 3 done during the GD to give you all a short at boons.

We are almost done here. I can't give you chronicles just yet, but at the end of the venture you will be level 13, so feel free to have a think about what you want to do with levelling up.
If we don't finish up tomorrow I'll probably not be posting for a few days as I manage a load of office moves over the weekend.

Anyone have the ability to cast make whole? It can restore my cloak of resistance that was destroyed if someone can cast it at caster level 10 or higher.
Make whole can fix destroyed magic items (at 0 hit points or less), and restores the magic properties of the item if your caster level is at least twice that of the item.

The problem is that scrolls have to be bought at minimum caster level unless on a chronicle. I need make whole cast at level 10 to restore the magic properties since cloak of resistance has a CL of 5.
So a scroll at caster level 3 won't help.

I am not able to do Make Whole

Is there an item you could purchase that has the ability to allow the spell to be cast at the appropriate level?

It was pointed out to me that make whole is one of those spellcasting services that you can purchase at higher than minimum level.
So I just need to spend 200 gp for the spellcasting cost.

Unfortunately Tort upgraded his cloak to +5. That has a minimum caster level of 15, so presumably make whole would need to be cast by a 30th level caster...

I disagree. The caster level of the item is different from the caster level of the creator. The make whole spell refers to the caster level of the item.
Another example is creating a wand, potion, or scroll. A 15th level caster can make a wand that casts spells with a CL of 7. The item's caster level is 7, not 15.

Flecks of silver or steel are often sown amid the fabric of these magical cloaks. This garment offers magical protection in the form of a +1 to +5 resistance bonus on all saving throws (Fortitude, Reflex, and Will).Construction

The next item in a notational entry gives the caster level of the item, indicating its relative power. The caster level determines the item’s saving throw bonus, as well as range or other level-dependent aspects of the powers of the item (if variable). It also determines the level that must be contended with should the item come under the effect of a dispel magic spell or similar situation.

You know, I never notice that bit of the entry before. Yes, 10th level does seem reasonable. 200gp
The system does seem odd tht a +5 cloak and a +1 cloak have the same CL, and that a 3rd level wizard can make an item with a CL of 5.
