"Everyone seems so intent on killing us." Corona shakes her head. "All because we seek knowledge." She stabilizes the elemental, then retrieves some rope for Brutus.
"And we still haven't found Jamilia." She looks at the sylph. "Do you know where she is? And where is the Concordance?"

The tattooed sylph struggles futilely in Brutus' strong grip. "Let me go and the Duchess of Winds will make your deaths quick!"
You find him to be a recalcitrant captive. The only clue that you get from him is that he does not know where the Concordance is. "She will root them all out soon enough!"
Suddenly, a strong gust of wind blows the fog away and reveals Fairuza--a little worse for wear from her battle--and a handsome suli standing in the doorway. A tiny air elemental in the shape of a sail boat dances around behind the suli.
The suli turns his head and smiles at the air elemental, speaking in auran.
"First, let me apologize for the hostility that you have experienced since your arrival," the suli says to you. “I am Ashashr, liason to the Seat of Balance within the Concordance. Protecting the balance among the elemental planes has been the most sacred task of the Concordance of Elements since its founding. When we learned that the Pathfinder Society came into possession of the Untouchable Opal, your organization loomed as a threat to everything we have dedicated our lives to defending. Tampering with the Opal could create a devastating imbalance in the fabric of the planes. I believed that the Pathfinder Society sought to create this imbalance without consideration for the consequences or, at the very least, was poised to bring about calamity through ignorance. However, I have come to understand another perspective. There are some within the Concordance that have been making the case that the only way to achieve true balance would be to liberate all four of the imprisoned elemental lords. I acted rashly, without consulting the Seat of Balance for approval.
“I am truly sorry for the trouble I have caused you by sending my agents against the Society. I allowed fear to blind my judgment, and I take full responsibility for the harm I have caused, both directly and indirectly. I understand that, under these circumstances, your instinct may be to retaliate, and I would not hold it against you if you were to do so. However, we face a more immediate threat--the forces of Hshurha have labeled the Concordance and the Pathfinder Society as conspirators and traitors. In light of both the nuances of the decision regarding the Untouchable Opal and our common threat, it would be in both of our best interests to share information and resources, so that we may come to the most informed decision and protect each other from what may otherwise be an insurmountable opposition.”
The bound sylph continues to shout threats at the suli through the monologue unless or until you gag him.

Theophilus handwaves a gag over to the sylph as he replies.
I didn't catch everything over Chatty there, but if I understand you right, we got a deal! After all, what's a few assorted elemental blasts between partners.

"Oh, be quiet! Adults are speaking!" "Corona" quickly shoves a bundle of cloth into the sylph's mouth.
"Of course we wish to cooperate." Corona reasserts control. "The Untouchable Opal was the result of exploration, reporting and most of all, cooperation. Did you ask Jamilia to slow us down? Ironic, it actually caused us to meet. No matter what Hshurha thinks, us working together will aid more than hinder us."

The large Keelee looks down at the normal sized people, ”Yes cooperation is preferred , and if there is someway to reduce the damage that change may wrought, I am all for working together.”

"No, Jamilia probably does not even know that you are here as she is not on the Plane of Air," Fairuza answers Corona's question. "I was the one who put the obstacles in your path."
Ashasar gives her a pointed look and then she adds, "And I apologize."
"I am glad that we can cooperate on this," the handsome suli says. "If you would please stay in Armun Kelisk a little longer so that I may investigate a few things." He looks over at the bound sylph and continues, "Deal with a few things and confer with my superiors in the Concordance, it will greatly facilitate the alliance.
"I will summon Jamilia back to Armun Kelisk to meet with the Society, and we will return the items that were taken."

"Excellent! I am glad we can come to an agreement." Corona bows. "Now then, let us leave here before more of Hshurha's lackeys can make a mess."
She begins to leave and bows to Fairuza. "it was a pleasure to see you at the party. I can see why you were so apprehensive around us."

So should I let the sylph go now?
Brutus gives the sylph a slight push toward the railing.

"Keep him bound for just a moment longer," Fairuza says. "He is a cagey arcanist."
Ashasar answers Keelee while Fairuza steps out into the hall. "The Concordance of Elements is an ancient and diverse organization that concerns itself with the balance between the primal forces of the elements. We believe that maintaining the equilibrium between air, earth, fire, and water is necessary for the stability of the multiverse.
"We are led by the Cycle of Five, a council of representatives from each of the four elements and a fifth member--the Seat of Balance, representing elemental harmony. I am the liaison for the Seat of Balance."
An animated barrier rope slithers into the hall followed by Fairuza. The rope wraps around Challisier and knots itself in place. "We will deal with him," the djinni says.

Brutus tugs on the rope just to make sure it’s tight enough.

This is exactly the kind of anti-aetheric bias that drives me nuts - nothing is an element too! Theophilus can't help but mutter to himself.

"Understood. Let us go somewhere more amenable."
<Yay, now we have a captive!>
There will no torture and no fire.

"We will meet you at Jairo's estate when we are ready," Ashasar says as he casts a spell and begins to rise into the air.
Fairuza collects the captive and joins Ashasar in the air. "I will also inform the guards to allow you access to the entirety of the Azure Halls while you stay in Armun Kelishk."

Corona is elated by the idea of exploring the library.

Alas, the Pathfinder Society calls. Still she hopes to continue the conversation with the Concordance. She finds their conversations interesting...
