Familiar with Hand of the Mage

<My questions are about society play>
Let us say we are a level 1 wizard with a familiar bond and has an orange tabby cat as this familiar. Familiars from my understanding get a neck slot. I want to put a Hand of the Mage neck slot on this cat.

Can this familiar cat with Hand of the Mage neck slot cast the spell mage hand? Mage hand normally requires verbal and somatic components

They can wear it, but wearing doesn't necessarily mean able to fully use it.

Yes your familiar can wear neck slot items. So your cat can wear a Hand of the Mage. But it cannot use it.

Can my animal companion or familiar wear or use magic items?

It is intended that animal companions or familiars can not activate magic items. An animal companion could benefit from an item with a continuous magical effect like an amulet of natural armor if its master equipped the item for the animal companion. Animal companions of any type may not use manufactured weapons.
