No, it (Telepathy - Su) allows an intelligent item to communicate with its wielder telepathically, regardless of its known languages. The wielder must be touching the item to communicate in this way. This is not the same a perfect communication of all things, but it is close.
The information gathered from the Blindsense has to be communicated to the wielder and then interpreted by the wielder.
