Player's Handbook 2 presents new classes, races, and other options for your D&D game.
This book builds on the array of classes and races presented in the first Player's Handbook, adding both old favorites and new, never-before-seen options to the game. Five new races are presented: deva, gnome, goliath, half-orc, and shifter, plus 12 new racial paragon paths. Eight new classes use the new primal power source: avenger, barbarian, bard, druid, invoker, shaman, sorcerer, and warden, along with 32 paragon paths and six epic destinies.
Player's Handbook 2 expands the range of options available to D&D players with backgrounds, feats for every tier—including multiclass feats; adventuring gear; magic items, and 23 new rituals.
An appendix contains updates to the core rules, including new stealth rules.
There's not enough space here to do it justice, suffice to say there are a lot more options for creating and developing your character... and at last I've got my bard back!
The plus points are the clarity of presentation and the coherence of the whole thing. On the minus side, it is still completely focussed on combat and while presenting many options there is little on how they are derived, no pointers towards devising your own along similar lines.

If you are considering buying this then you have probably read the PHB1 already and know what 4e is so all I will say is that the classes included are generally fun to play and somewhat more complex than the PHB1 classes. Rule additions/clarifications are nice and the general growth in customization for PCs is great.
If I had to knock it for anything it would be that I would have liked to have all this goodness rolled in the PHB1 but given the quality of the material I would say it was worth both the wait and the two book price tag.
If you do pick this up I would also suggest getting the DDI subscription for at least one person in your group (currently 5$/mo) for the use of the character generator. Given the depth of information included it is a steal.
