I think it would be 15k.
The formula for a continuous spell effect is spell level × caster level × 2,000 gp,
And adding an additional ability increases the cost of the second by 50%.
Levitate is 2nd level and requires CL 3 to cast so the levitate portion would be 12k + skate (1st level power, ML 1 =2k x 50%= 3k)
I think 15k is a high for a hoverboard since a magic carpet is 20000 for unlimited overland flight. I would probably list it as 10k personally.

What you are really doing is one of two things:
1) EITHER, you asking us to act in the role of your GM. You are asking us to make rulings about an item that you want to create.
2) OR, you are asking us to write up this item FOR you.

Also note - Floating Disk may be a good spell to use for this item - thematically at least.
