I was just looking at my Tian Xia Character Guide because I was theory crafting some characters when I noticed that the Samsara and Tanuki Ancestries are lisited as common in certain regions under their rarity tag. I was wondering if that would mean that for the purpose of Society play if characters who set there home region to those regions would be able to play as a Samsaran or Tanuki without purchasing the corresponding boon. For example, it says under Rarity that Samsaran are common in Goka. If I set my character’s home region to Goka, would my character be able to be a Samsaran without purchasing the samsaran ancestry boon.

The suggested rarity adjustments of ancestries for characters from Tian Xia are not used in Organized Play. Boons must still be purchased for uncommon and rare ancestries, regardless of a character’s origin.

Which seems to directly contradict the sentence in the next paragraph
"Characters from Tian Xia have access to many uncommon options in this book, including heritages. No boon is required for an uncommon option with "Access Character is from Tian Xia" or similar.But the fact that there ARE boons seems to strongly apply that the first, and not the second, sentence "wins".

They aren't mutually contradictive, they both apply but to different things:
The first one applies to Ancestries.
The second applies to heritages and uncommon options [other than ancestries, because they are covered by the first part] that have a printed access condition.
Samsaran falls under the first one (and doesn't have anything saying characters from [x] have access to it, or similar).
Stuff like Tian Xia Weapons, or Hungerseed heritage, or Tsukumogami Poppet, or Dokkaebi Goblin, are not ancestries, and are mentioned in the book with a line saying "[X] in tian xia have access to the following..." and fall under the second one.
