A cloud of cascading, ever-changing colors manifests in the air. Creatures are dazzled while inside the cloud, as are those within 20 feet (4sq) of the cloud's area. A creature must attempt a Will save if it is inside the cloud when you cast it, enters the cloud, ends its turn within the cloud, or uses a Seek or Interact action on the cloud. A creature currently affected by the cloud doesn't need to attempt new saves.
Success The creature is unaffected.
Failure The creature is confused for 1d4 (2) rounds.
Critical Failure The creature is stunned for 1d4 (2) rounds. After the stunned condition ends, the creature is confused for the remaining duration of the spell.
My question is, if the person gets shoved into the area, do they make the saving throw right away once they enter the area, or at the start of their own turn?

Getting shoved into the cloud is still entering the cloud.
At the start of their turn isn't even an option actually.
If "enters the cloud" wasn't on the list the remaining options are:
In the cloud when cast (No)
Ends turn within the cloud (Maybe)
Uses Seek or Interact action on cloud (Probably not)
So, if "enters the cloud" wasn't on the list, they would make a save if the end their turn in the cloud.
There's nothing that would cause them make a save at the start of their turn.

I agree with Kelseus and Claxon.
There isn't much practical difference between making the save immediately when shoved into the cloud and making the save at the start of the character's next turn. Confused and Stunned with a duration both affect actions that you can (or can't) take. The only thing that it would be affecting is a reaction that the character has available. So if it is easier on the bookkeeping, it would probably be fine to houserule it to make the save on the start of creature's next turn if they are in the cloud instead of making the save out of turn if shoved.
Walking into the cloud during a character's turn would have a more practical effect on the remaining actions of that turn. But that isn't in question currently, is it?

There isn't much practical difference between making the save immediately when shoved into the cloud and making the save at the start of the character's next turn.
There is if there's a Commander in the party. It's not hard for a Commander to get that character out of the cloud before their turn starts with something like Gather To Me.
Fortunately "enters the cloud" is pretty clear: if you go into the cloud, you save immediately.
