The Parry trait does not allow using Shield Block. So generally there is not a way for enemies to damage the item. There may be creatures with specific abilities that allow them to damage attended items.
If the item does need to have HP stats, the GM would need to adjudicate the numbers themselves using the guidelines from Material Statistics.

Yeah, you don't actually take the "Raise Shield" action. You take an unnamed action associated with the Parry trait that adds +1 AC until the start of your next turn. It feels similar to Raise a Shield.
And it is definitely not the Shield Block feat, which is the one that you use to absorb some of the damage of an attack with your shield.

The only benefit (IMO) a shield bow has over a bow staff, other than being Common, is that the character doesn't need an action to switch to melee mode before taking an action to Parry. With a 50 ft range increment, it otherwise has no other reason to recommend using it...
I mean, you can just wear a tekko-kagi on the hand not holding the bow to gain the same benefit without hurting the bow's range and damage.
