Where exactly are armor resistances listed and how does it work in 2nd Edition?
Here. Or at least, probably! I'm not entirely sure what you're asking; you might need to give a little more context if that's not it.
There's also the similarly-spelled resilience value, which is the bonus the armor gives to saving throws.

Armors don't grant resistances on their own, unless there is a specific Trait or rule that says so.
A few classes and Archetypes get to use their armors Armor Specialisation effect, which grants some resistance to damage. But only very few get those.
There is also the Energy Shielding Upgrade and somewhat the Radiation Buffer.
Other souces for resistances are Class Feats, class Features and Spells. Tech Core will likely expand items, but we have no details thus far.

Ok It was my impression that some armors were weaker to damage such as fire, electricity, or piercing, blunt Like in Starfinder 1. If that is no longer the case I am not sure what the point of having 20 types of armor ect.
Did this not transfer from 1st edition? Like this armor has a weakness to energy. If not no worries, just trying to wrap my head around the differences.

Starfinder 1e used EAC and KAC. Kac was almost always better than EAC, which encouraged the use of energy weapons vs kinetic weapons.
I don't mind going to just AC, but I was hoping some armor would have resistance to some types of energy, or have upgrade options for that. The Tech Core is not out, so there's still time.

In 2E, the difference in armor is more about balancing the maximum protection you can get determined by your Strength and Dexterity scores, where each armor can only carry over so much Dexterity benefit, while other armors require Strength to carry, plus factors of speed penalties.
Some armors do also have specific traits that grant some special abilities.
