I am playing a Tiny PC that is at least 5 bulk over his capacity limit. I'm also short on funds.
Therefore, I looking for the most cost effective means of saving on bulk, short of simply dropping everything.
What advice do you have for me? Can I stack three backpacks maybe?

And I doubt that a GM allows you to stack backpacks.
Anyway if you doesn't have founds you have to discard the things and ask someone to carry for you. Maybe you can buy a mount or a companion to carry the things for you.

Turn the local str character into a pack mule.
A 60gp wand of ant haul, casting archetype or have a caster ally cast it on you daily.
Hefty hauler skill feat.
80gp lifting belt.
Even the paid solutions are on the cheap side so maybe take out a loan with another party member.

It's not as bad as I initially thought. Once I resized nearly all the gear to Tiny, the amount of Bulk went WAY down.

I have played a character encumbered by their own gear. He had a backpack of replaceable non-combat gear he'd drop first thing in combat. So there's that, which in PF2 isn't so bad since objects are safer.

Tiny backback with tiny stuff in it. You can use fishing twine as a rope. Little tiny cups. You can ride in the backpack of a medium humanoid.
