If an action counts as multiple attacks, it will generally say so, such as Vicious Swing.

Agreed.
For a bit more technical details, activities like Vicious Swing that only have one Strike subordinate action have to specify that they count as two attacks when calculating Multiple Attack Penalty.
For anything that doesn't specify that, count the number of subordinate actions with the Attack trait, such as Strike or Trip.
In the case of Hunter's Aim, it only has one subordinate Strike action, so it still only counts as one.
