As it is written - yes, it will have MAP on all of those Shove actions. The subordinate Shove actions will still have the Attack trait, and there is nothing in the ability saying that you delay applying the effects of that (compare to the MAP delay wording in Impossible Volley).
So if Clear the Way is your first Attack trait action of the round, then the first Shove will be at zero-MAP, the next one will be at stage 1 MAP, and the remaining will be at stage 2 MAP.
If you use Strike or some other one-action Attack trait action first and use Clear the Way as your second two actions of the round, then the first Shove will be at stage 1 MAP and all of the remaining will be at stage 2 MAP.

Yeah. That would change things. Where in PC2 did you find that?
I was looking at Clear the Way from Mauler archetype in the Advanced Player's Guide. Which doesn't have that wording.
