Your summoned creature is a Minion. If you go to the Minion rules, you'll see at the end that they do not normally get any reactions.
A minion has only 2 actions and 0 reactions per turn, though certain conditions (such as slowed or quickened) or abilities might give them a reaction that they can use. Alterations to a minion's actions occur when they gain their actions for the round. A minion can't control other creatures.

I noticed some of these minions have spells that cost three actions ie. Wall of Stone, so would that mean they can't cast these?
It is most likely not possible for them to cast such spells.
Theoretically it would be possible if they were given a Quickened effect either with no restrictions, or specifically allowing the additional action to be used on the Cast a Spell activity.

I am not aware of any way to get quickened that will allow you to use the quickened action for spell casting.
If the summoned creature has unusable abilities because they are now under the limitations of being a minion then that is prefectly reasonable in the rules.
So no reaction, no third action, can't cast any spells unless those are lower rank than the spell effect that summoned them.
The exception would be if there is another ability which grants them this. Example the Second Opinion feat.
