It works the same way that it did before the remaster.
Spell DC = 10 + spellcasting attribute modifier + proficiency bonus + other bonuses + penalties
In this case we have...
Spellcasting Attribute Modifier = Int = +1
and
Proficiency Bonus = Level + 2 = 1 + 2 = +3.
So Spell DC = 10 + 1 + 3 = 14.
How were you getting 17 as a possibility?

Some of your spells require you to attempt a spell attack roll to see how effective they are, or have your enemies roll against your spell DC (typically by attempting a saving throw). Your spell attack rolls and spell DCs use your Intelligence modifier.
As noted earlier, Spellstrike uses your Strike result. Which will most likely be STR or DEX attribute.
Direct spellcasting of spell attack roll spells or any save DC spells (including Expansive Spellstrike), are INT.

I was confident that the dc for spells was still intelligence based but one of my players thinks it’s tied to whatever the key attribute was.
This only means they haven't read the class, it's explicitly written (for all classes): "Your spell attack rolls and spell DCs use your Intelligence modifier. Details on calculating these statistics appear in Spell Attack Roll. "

I'm guessing the player mashed up bits of the spellstrike mechanic description with regular casting in their mind.
