The sling entry mentions the option to use smooth stones, rather than sling bullets. Does this mean I can forego the cost of sling bullets by finding smooth river stones to use, or grinding smooth other stones for use as sling stones?

I'm not sure what else "a sling can be used to fling smooth stones" means if it doesn't mean that it can be used with smooth stones.
But given how cheap sling bullets are, you'd generally be better off spending your time earning income and just buying them rather than spending time collecting smooth stones or investing huge amounts of time grinding rough ones.
But if you run out of ammo and happen to be near a river, smooth stones should be an option.

is this some kind of scam to pocket your sling ammo budget? By the time you get to 20th, you might have enough for fine clothing! ;)

In all prior editions (AD&D1 through PF1), using stones as sling ammo didn't work as well as actual bullets: It looks like they dropped that distinction in PF2 (possibly because PF1 used 'deals damage as if it were a sling one size category smaller' and '-1 penalty to attack rolls' rules which didn't translate into PF2).
Offhand, I'm going to guess they decided that it didn't really matter in the long run if the PC saved a copper piece here and there, so there was no point in adding a sling stone rule...

In several campaigns me and the GM looked at each other and agreed that tracking ammo was uninteresting. We weren't going to try to sell looted arrows from defeated enemies, and we weren't going to track how many arrows we used ourselves.
I tend to do this as well for non-magical ammunition. I just have players drop a little money every so often to restock and then not stress it.
