Using D20PFSRD, it says that the Cold Blast can Freeze an enemy, but two issues.
A) It lists nothing about what Freeze actually does as a status, and the link available leads to a Monster ability to pretend to be an animated object and take a free 20 on Stealth.
B) No listing of what the DC is to succeed or fail.
Am I missing something?

you can try the online PRD at Archive of Nethys. things are easier to look up on d20pfs but they try to explain/clairify things or avoid copyrighted names and that changes RAW
Kineticist class (water?) and Wild Talents with Cold Blast.
under Kineticist it has the basics for Wild Talents: Every wild talent has an effective spell level. A kineticist can always select 1st-level wild talents, but she can select a wild talent of a higher level only if her kineticist level is at least double the wild talent’s effective spell level. Kinetic blast and defense wild talents are always considered to have an effective spell level equal to 1/2 the kineticist’s class level (to a maximum effective spell level of 9th at kineticist level 18th).
Unless otherwise noted, the DC for a saving throw against a wild talent is equal to 10 + the wild talent’s effective spell level + the kineticist’s Constitution modifier. The kineticist uses her Constitution modifier on all concentration checks for wild talents.

Energy blasts are ranged touch attacks that deal an amount of damage equal to 1d6 + 1/2 the kineticist’s Constitution modifier, increasing by 1d6 for every 2 kineticist levels beyond 1st. That's it. Simple blasts don't give targets conditions or a status.
In the game there are only 5 (classic) energy descriptors [acid, cold, elec, fire, sonic]. So "energy" usually falls under one of those as it is used for Energy Resistance ability & spell along with elements and elementals.
Kineticist is a rather self-contained class so you have to read it thoroughly and carefully. With RAW(tha rulez) most things just do what the mechanics say (where you see dice, damage, DCs, explicit conditions, energy types, bonuses etc) and not the creative writing part.

Cold blast
In that case, the wording:
You emit a beam of utter cold to freeze a single foe.
is not meant to imply that it applies a status effect to the target, only that it's cold or freezing damage.
A fire attack will burn its target, but that doesn't grants it the Burn ability or anything. An electric blast might shock the target as a descriptive or evocative way to say that it's dealing electricity damage, but it's not necessarily giving them a 'shocked' condition.

that site is NOT official in any capacity, and it autogenerates links to words without regard of the meaning or intent. there are a million other examples of things linking to completely unrelated stuff that has a word in common that gets automatically linked to something else do to a bot.
