Was there discussion allowing 2 action spells being cast as 1 action for half effect? Or has there been? (Should there be?)
This approach would need rules.
- No more than 2 actions worth of 1/2 action spells. That is, it couldn't used to get an extra action of damage / effects.
- No saving throw spells targeting the same NPC/creature twice. So no forcing one opponent to make two saves in the hopes of saving throw odds will fall to your favor.
- Spells with incompatible effects would be excluded (table decision). So, for example, no Approximate or Warp Step. No spells with 5' areas of effect / emanations.
- Sustaining both spells would cost two actions.
The goal would not be high damage / round. But it could allow two low HP opponents to be dropped, or two guards to be distracted, or two fires started at range (w/ Ignition), etc.

There are some variable action spells that can do something like this. Concordant Choir for example. The one action version does half the damage of the two action version and only targets one creature instead of the 10 foot burst.
Having that as a general rule or applying it to more spells that don't have it already is definitely a homebrew thing.
