Rainbow Servant is the traditional choice. Note that because of the tradition that text trumps table, they get full spellcasting.
Of the two options you present I'd go with the Oracle because it fits better with 'getting power from external sources' than Sorcerer.

You might want to take a look at Cihua Couatl If so an Oracle of Life or Battle might be more fitting. Personally I would probably go with life. Oracles have proficiency with simple weapons so using a short spear works well with the theme.
Other than being able to fly I am not seeing any connection to air and wind. Neither Oracle of Wind nor Stormborn Sorcerer seems appropriate. The fact that Couatl cast cleric spells makes the Oracle more appropriate than sorcerer.
If you do go with Cihua Couatl as a deity a Cleric or Warpreist might work.

I'm using the more irl reasoning as quezacoatls whole thing was being the god of rain and wind and there are a lot of coatls in pathfinder who have similar powers

If you are drawing power from a divine source of rain and wind an Oracle of Wind is more appropriate. Oracles also get healing spells which fits. The elemental imbalance curse can add in a few lightning based spells so that may be a good choice for this character. Oracles revelations tend to be better than sorcerer bloodline powers.
The Oracle looks to be the better choice.

Several other choices could also work:
1) Aeromancer arcanist
2) Filidh or thundercaller bard
3) Planar extremist druid
4) Shaman (possibly animist, benefactor, or primal warden)
5) Totem channeler skald
6) Summoner (possibly god caller)
7) Witch (possibly hedge witch, hex channeler, invoker, and/or pact witch)

hmmm... rather than a pact with a powerful spellcaster why not claim the character you are creating is one of their students/acolytes or a worshiper(if it is a deific creature). A pact would imply an agreement or contract of sorts like a paladin's oath or where the supplicant provides some resources to the couatl in return for some spellcasting or magical boons/assistance.
